What is SWM

The Skilled Workers in Manitoba category (SWM), hereinafter referred to as the SWM category, is one of the MPNP programs based on the needs of Manitoba employers and driven by the local labor market. This category selects skilled workers who are internationally trained, experienced, and possess the skills required in the local labour market, and then nominate them for Canadian PR permanent resident status to settle and work in Manitoba. Applicants nominated in this category have sufficient skills, education and training, work experience, and proficiency in an official language through continued employment and have strong ties to Manitoba to make a direct and ongoing impact on the Manitoba economy and community contribute.

SWM Categories

Skilled Workers in Manitoba can be divided into the following two categories:

• Manitoba Work Experience Pathway
• Employer Direct Recruitment Pathway

Requirements

Manitoba Work Experience Pathway

• The temporary foreign worker has been in Manitoba for at least 6 months in a job on the Manitoba Shortage Occupation List;
• International students who graduated from Manitoba have worked in Manitoba for at least 6 months on the Manitoba Demand Occupation List, and the work does not need to be related to the major they are studying;
• International students who graduated from other provinces in Canada need to work in Manitoba for at least 12 months on the Manitoba shortage occupation list, and the occupation does not need to be related to the major;
• The temporary foreign worker has been employed in Manitoba for at least 12 months in a job that is not on the Manitoba Shortage Occupation List;
• Manitoba graduates who have worked in Manitoba for at least 12 months in a job that is not on the Manitoba Demand Occupation List;
• Employer recruitment immigration programs require 2 years of work experience within 5 years, if less than 2 years, the employer will determine the relevant experience.

Additional work requirements:

• The applicant must be living or working in Manitoba at the time of submitting the application;
• Applicants need to hold a long-term full-time job offer that meets Manitoba’s work and salary standards;
• The applicant’s working conditions are consistent with those of a Canadian citizen or permanent resident, and;
• The applicant’s employment must not be home-based, part-time, temporary, seasonal or commission-based;

Language skill level:

• A regulated occupation with at least CLB/NCLC 7;
• Compulsory certification industry at least reach CLB/NCLC 6;
• A minimum of CLB/NCLC 5 in all other NOC 0, A, B occupations;
• A minimum of CLB/NCLC 4 for a semi-skilled worker (NOC Category C or D) occupation;
• Adaptability: Applicants need to demonstrate the ability and willingness to live in Manitoba.

Education:

• Applicants must have post-secondary or training experience relevant to the recruiting occupation or recognized by the employer;
• The applicant is in an occupation requiring licensure or certification and must apply to a regulatory body for a qualification or skills assessment, or pass an examination by a regulatory body;
• If the applicant is in a NOC C or D occupation, the MPNP may not require the applicant to have post-secondary experience, provided that the applicant has the vocational training required by the employer or NOC description.

Employer Qualifications: Employers must meet strategic recruiting qualifications.

Application Process

1. Find an eligible employer company;
2. Start work to accumulate experience (Graduates/technical workers in Manitoba need to work full-time in a shortage occupation for 6 months, graduates from other provinces need to work in a shortage occupation for 12 months, employer-based immigration programs require 2 years of work experience within 5 years, if Less than 2 years, the employer determines the relevant experience.);
3. Submit the EOI scoring application after meeting the application conditions;
4. After the EOI invitation is received, submit the Manitoba provincial nomination;
5. Get a nominee certificate (about 2-6 months);
6. Submit federal application for permanent residency and get immigration paper. (Approximately 12-16 months).

Advantages：

1. No professional counterpart requirements, no occupational restriction requirements;
2. 6 months for jobs in shortage occupations and 12 months for jobs in non-demand occupations;
3. The provincial nominee immigration requirement score is relatively much lower than that of BC and Ontario;
4. It is more suitable for applicants who are older and whose English proficiency is not high;

Fees

Manitoba application fees:

1. Provincial Nomination Stage: There is an application fee of CAD 500 for the skilled immigrant category and the international student category.
2. Federal stage:

• Application fee: CAD 825/person for main applicant and spouse; CAD 225/person for accompanying children under the age of 22.
• Landing fee: CAD 500 per person for the main applicant and his/her spouse.
