Introduction
In Canada, minors who are not Canadian citizens can apply for schools and study permits. However, before a minor comes to Canada to study, a parent or a custodian is required to provide a Custodianship Declaration-imm5646. As a minor who is not a Canadian citizen, a declaration from a parent or guardian is also required while renewing a visa.
The custodianship declaration form is a necessary material in the process of applying for a Canadian study visa for minors, studying abroad and other procedures. Preparation
Applicants need to consult the local notary office for the latest policies and procedures. Please rely on the requirements of the local notary office.
The materials required for notarization of Custodianship declaration generally include:
- ID cards of students and parents/guardians
- Hukou of students and parents/guardians
- The page that has been notarized by overseas custodian (the first page of the filled custodianship declaration form-imm5646 )
- The second page of the filled custodianship declaration form-imm5646
- Fill in the “Notarization Application Form”
- Signature as a witness in front of a notary
Note:
- All documents must be prepared on A4 paper.
- The first page of the custodianship declaration form needs to be filled out, printed out, and signed and notarized by the Canadian guardian in person at a notary office in Canada. Law firms, municipal governments and other institutions have the qualifications for notarization.
- The second page of the guardian form needs to be filled out and printed out. The student’s parents or legal guardians must sign and notarize in Native Language and English at a domestic notary office in person. Some notary offices need to translate the form into Native Language before notarization.

A: If the applicant is unable to apply for the notarization in person, the applicant needs to write a attorney/authorization letter with a signature. Or the applicant can record a video (the video should include your passport, name, ID number, and the information of the applicant’s principal). Then go to the notary office to issue a Chinese-English notarization certificate and seal it.
A:Normally, it takes 4-6 working days to process the notarization. Generally, notaries are closed on weekends. However, if you have reasons for urgency, you can apply for the emergency service, and you can obtain a notarial certificate within 2-4 working days.
